U.S. Treasury Announces Launch of Rep. Delgado-Created Local Government Fiscal Recovery Fund

May 10, 2021

Delgado’s Direct Support for Communities Act Delivers $130.2 Billion to Local Governments to Address Negative Economic Impacts, Invest in Infrastructure, Support Public Health

RHINEBECK, NY – Today, the U.S. Department of the Treasury announced the launch of the Coronavirus State and Local Fiscal Recovery Funds, established by U.S. Representative Antonio Delgado's (NY-19) Direct Support for Communities Act local government funding formula. Rep. Delgado's formula will deliver $130.2 billion to counties, cities, towns, and villages across the United States. New York's 19th Congressional District will receive over $400 million in direct federal relief. Starting this month, states and counties will receive funds.

For an overview of the Coronavirus State and Local Fiscal Recovery Funds program, including an expanded use of eligible uses, see the fact sheet released today. Counties should expect to receive funds in two tranches, with 50% provided beginning in May 2021 and the balance delivered 12 months later. The Department of Treasury expects to provide further guidance on distributions to non-entitlement units (smaller municipalities) in the coming days.

"For over a year, smaller counties, cities, towns, and villages haven't received a dime in direct federal relief. I am proud that my Direct Support for Communities Act funding formula is one step closer to delivering $130.2 billion to local governments across the United States," said Rep. Delgado. "Today's Treasury guidance makes clear that upstate communities can use these critical funds to address negative economic impacts, invest in infrastructure, and support public health. This funding puts the power in the hands of the people and enables local governments to build back stronger, safer, and healthier. I will keep fighting until every municipality within New York's 19th Congressional District receives relief."

Coronavirus State and Local Fiscal Recovery Funds can be used to:

  • Support public health expenditures
  • Address negative economic impacts caused by the public health emergency
  • Replace lost public sector revenue
  • Provide premium pay for essential workers
  • Invest in water, sewer, and broadband infrastructure
