House Votes to Pass Delgado Transparency Measure in Historic Voting Rights, Anti-Corruption, and Ethics Reform Legislation

WASHINGTON – Today, U.S. Representative Antonio Delgado (NY-19) voted to pass H.R. 1, the For the People Act, a sweeping anti-corruption package to clean up Washington, protect and expand voting rights, restore integrity to government, and put the needs and priorities of the American people ahead of special interests. H.R. 1 includes Rep. Delgado’s bill, the CLEAR Act, which increases transparency and reduces corruption by requiring additional publicly available disclosures for lobbyists funding political ads or other political activities.

Rep. Delgado’s Connecting Lobbyists and Electeds for Accountability and Reform Act (CLEAR Act) strengthens the ability of individuals to see what special interests are involved in political activities. Currently, the Lobbying Disclosure Act (LDA) requires paid lobbyists to register and file with the House and Senate, and the Federal Election Commission (FEC) requires that political committees file disclosure reports. However, there is no direct, transparent way for individuals to identify lobbyists who are connected to the political spending in FEC reports. Rep. Delgado’s bill changes that by requiring that FEC reports for political activities—such as Political Action Committees (PACs), independent expenditures, and political ads—clearly indicate when the filer or a disclosed contributor is a registered lobbyist.

This is Rep. Delgado’s second piece of legislation to pass the House of Representatives this Congress.

Key provisions of H.R. 1, the For the People Act, include:

  • Expanding automatic voter registration and same day registration.
  • Strengthening vote by mail, early voting and ballot access.
  • Combating voter intimidation and voter suppression.
  • Protecting elections from foreign interference.
  • Fixing partisan gerrymandering.
  • Promoting digital ad transparency.
  • Forcing disclosure of dark money.
  • Reining in lobbyist influence.
  • Enforcing ethics and conflict of interest rules for all government officials.
