4 Delgado Bills Move Forward to Deliver Clean Water to Rural Communities, Bolster Broadband, Strengthen Limo Safety
RHINEBECK, NY – Today, U.S. Representative Antonio Delgado (NY-19) voted to pass the Investing in a New Vision for the Environment and Surface Transportation in America (INVEST in America) Act and the Water Quality Protection and Job Creation Act of 2021 through the House Committee on Transportation and Infrastructure. Rep. Delgado successfully included four of his bills to deliver clean water to rural communities, bolster broadband construction, strengthen limo safety regulations, and improve rural transit. The surface transportation bill directs federal investments in roads, bridges, transit, and rail to re-imagine our national transportation policies, create good-paying jobs, and tackle the climate crisis.

Rep. Delgado's bipartisan provisions included in the INVEST in America Act and the Water Quality Protection and Job Creation Act of 2021:
- H.R. 3490 Rural Transportation Improvement Act - The Formula Grants for Rural Areas program provides capital, planning, and operating assistance to states and federally recognized Indian tribes to support public transportation in rural areas with populations less than 50,000. This bill doubles the authorized funding levels for this program.
- H.R. 2958 End the Limo Loophole Act - Amends the definition of a Commercial Motor Vehicle to ensure that it covers all vehicles used to transport nine or more people
- H.R. 3700- Clean Water for Rural America Act - Increases authorization levels for Clean Water State Revolving Fund technical assistance grants for rural, small, and tribal municipalities from $25 million annually to $100 million annually from FY 2022 to FY 2026.
- H.R. 3703 Nationwide Dig Once Act – Requires the inclusion of broadband conduit—plastic pipes which house fiber-optic communications cable—during the construction of any road receiving federal funding.
The INVEST in America Act is the House Committee on Transportation and Infrastructure's surface transportation reauthorization bill that will create good-paying jobs to rebuild and reimagine America's surface transportation infrastructure.
